Each sixth family faces violence in Kazakhstan - expert

In Kazakhstan, each sixth family faces the violence of a different nature. As a rule, most victims are children. It was said by Chairman of association of legal entities 'Union of Crisis Centres' Zulfiya Baisakova.

Kazakhstan's every sixth family faces violence, including psychological, economic, sexual or domestic assaults. The number of cases did not increase, but that of possibilities to transmit the information promptly by social networks, via telephone increased," said Zulfiya Baisakova.


Children are also affected by violence. However, between 2011-2016, the decrease in the number of crimes against children was observed. The number of those affected per 100,000 children has decreased by 3.7%, the speaker said.

We had and still have children among victims. I cannot say that the statistics have increased, but owing to the fact that the media cover domestic violence, many women have begun to seek help. As a Crisis Centre has been opened in Almaty, 48-50 victims are already in it. In total, 190 people have addressed to the Centre, 50% of them are children," said Baisakova.


As a rule, the Centre treats women who suffered violence by their husbands, Baisakova said. Such a situation affects children who then suffer health issues.

In turn, psychologists and specialists call everyone to not stay aside. In cases of violence in one's family, neighbors, and other people, one should call law enforcement bodies dialing 102, or address to a tip line dialing 150.

Everyone bears responsibility for those children who live close, even for those living in other families," said Zulfiya Baisakova.


According to the speaker, the solution is to revise the legislation base. Additionally, it is necessary to create a strategic plan to safeguard the rights of those underage children, which the country does not have yet.

What should we do? Firstly, to analyze the national legislation. It is necessary to have a strategic plan to protect those underage children, which the country does not have. I wish each child has access to claims, appeals on their problems and so that to make complaints available. Also, we propose to create a mobile app for those underage children that will enable to learn what to do in case domestic violence occurs," said Baisakova.


We note as of today the country has adopted 45 normative legal acts regulating rights and guarantees of children and teenagers. According to the Statistics Committee, the number of children aged from 17 made up 5.6 million people.

Earlier, the Chairman of association of legal entities 'Union of Crisis Centres' proposed radical methods to eliminate the number of beggars in Almaty.
