At the Government session under the chairmanship of Prime Minister Olzhas Bektenov the draft Plan of legislative works for 2025 was considered. The document was prepared by the Ministry of Justice of the Republic of Kazakhstan on the basis of instructions of the Head of State, the leadership of the Government, strategic documents and proposals of state bodies,

Minister of Healthcare Azamat Eskaraev reported that the draft Plan in 2025 provides for the development of 19 draft laws on topical areas such as health care and medical insurance, prevention of offences, development of alternative energy, telecommunications market and others. Moreover, 6 out of 19 documents are draft laws in a new version, 13 envisage amendments to existing laws.
Thus, for example, within the framework of implementation of the Address of the Head of State to the people of Kazakhstan "Fair Kazakhstan: law and order, economic growth, public optimism", the draft Plan provides for the development of a new Law "On banks and banking activities", which meets the urgent tasks of stimulating economic activity and further dynamic development of this sphere.
In order to increase the efficiency of the system of prevention of offences, to develop innovative and digital methods of combating and preventing all forms of offences, as well as to simplify law enforcement practice, the draft Plan envisages the elaboration of a new Law "On Prevention of Offences".
The plan also envisages the drafting next year of laws on health insurance, which will provide for a unified package of basic state medical assistance, taking into account the budget's possibilities and commitments, as well as on telecommunications and data processing centres, in order to develop this field.
According to the Head of State, within the framework of fulfilment of the Head of State's instructions, it is planned to elaborate draft laws aimed at improving the electoral legislation and developing the sphere of alternative energy sources.
As part of the implementation of the Concept of Development of Civil Service for 2024-2029, the draft plan envisages the elaboration of the Law on Civil Service. It is aimed at the formation of a model of civil service based on the principles of service and customer focus, expressed in a proactive, result-oriented, professionalisation of the state apparatus using a hybrid model of civil service.
Attention will also be paid to the development on an annual basis of bills on the national budget and guaranteed transfer from the National Fund.
The draft Plan contains the bills necessary to solve the current problems of state regulation and corresponds with the political course of development of the state," Azamat Yeskaraev noted.
