Olzhas Bektenov: Address of Head of State remains strategic guideline for Government and all Kazakhstan's society

Prime Minister Olzhas Bektenov emphasised that the Address of the Head of State is a strategic reference point for the Government and the entire Kazakhstani society, primeminister.kz reports.

We receive not just a message for the near-term period, but a clear algorithm of actions with specific tasks, targets and indicators. The fulfilment of each item will be clearly controlled. Here the final result, its effect on the economy is at the centre of attention. The constant goal of the Government's work is to increase the level of income of citizens. The creation of favourable conditions for doing business, employment and rational distribution of the state budget will make it possible to achieve significant economic progress. At the same time, as the Head of State noted, "economic growth should be accompanied by a reduction in social inequality and strengthening of the middle class," Olzhas Bektenov emphasised.


The Head of State paid special attention to the development of the real sector of the economy. These are the issues of industry, energy, gas industry, transport complex, ecology and digitalisation. To implement the President's instructions, Prime Minister outlined a number of tasks.

The Head of State particularly noted that for each major project to create clusters of high processing it is important to maximise the use of domestic raw materials and components. In this regard, the Ministry of Economy together with sectoral government agencies need to update detailed plans for the implementation of each project, taking into account more active promotion of issues of support for domestic producers and development of the cluster system with the creation of related industries. As for the automotive industry, I instruct the Ministry of Industry to ensure a significant increase in the level of localisation of production," Olzhas Bektenov said.


On the issue of gasification of the country the main emphasis should be placed on the rational distribution of gas resources. In this regard, Head of the Government has identified the need to analyse and determine which energy facilities will be transferred to gas.

The Ministry of Energy has been instructed to accelerate the adoption of investment decisions for the construction of new gas processing facilities. In order to fulfil the tasks of ensuring the country's energy security, the Ministry of Energy together with financial development institutions should work out mechanisms for long-term lending for the construction of new generation facilities by 1 November.

Also, the Ministry of Energy together with the interested government agencies should take measures to organise and hold a high-quality national referendum on 6 October.

The Ministry of National Economy together with the interested state bodies has been instructed to submit to the Government a draft resolution on the approval of the National Project for the modernisation of energy and communal infrastructure by 1 November this year.

The Head of State noted the need to introduce clear consumption norms from next year. We must encourage people to use resources rationally. Therefore, the Ministry of National Economy needs to introduce norms of consumption of regulated utilities in the spheres of natural monopolies, depending on the value of their consumption by the end of this year," Olzhas Bektenov instructed.


Prime Minister focused on the issues of transport and logistics sector, stressing that the maintenance and development of transport infrastructure requires large investments. One of the measures is the revision of tariffs for the services of "Kazakhstan Temir Zholy". In this regard, the Samruk-Kazyna Fund, together with the Ministry of Transport, needs to develop a new tariff policy for the carriage of goods by rail.

In order to increase the coverage of average road repair on inter-oblast and inter-district routes, the Ministry of Transport has been instructed to develop a detailed plan with the definition of specific projects, indicators and sources of funding by 1 December this year. At the same time, all control over the targeted expenditure of funds and monitoring of works should be conducted through the Unified Digital Platform.

In addition, the Ministry of Transport, together with the Ministry of Industry and Baiterek Holding, has been instructed to work out mechanisms for the purchase of small aircraft.
