Olzhas Bektenov on dump trucks on public roads: Introduction of a ban from 2025 needs to be worked out

During the Government session, the Prime Minister of Kazakhstan instructed to comprehensively address the issues of road infrastructure development with high quality. In this case, Olzhas Bektenov emphasised the importance of strengthening work to reduce corruption risks in road construction, primeminister.kz reports.

Head of the Government drew attention to the problem of passage of heavy-duty dump trucks on public roads, affecting the quality of roads.

The Ministry of Transport was previously instructed to take appropriate measures to prevent the passage of heavy equipment that does not meet the permissible parameters. Therefore, amendments were made to the legislation, providing for a ban on the departure of quarry dump trucks on public roads from 2026. It is necessary to work on the introduction of this norm from 2025," Olzhas Bektenov said.


At the Government session Prime Minister was reported on the work carried out by the National Centre for Quality of Road Assets. Thus, for 6 months of this year quality expertise covered 100% of objects of the national network and 84% of objects of the local network. In 10 regions full coverage of the local network has been achieved.

5 thousand visits were made, during which about 11 thousand samples of materials were taken and tested. Based on the results of the examination, 16,000 tonnes of asphalt concrete, 27,000 tonnes of aggregates and 3,000 tonnes of bitumen were not approved for use. The largest number of non-compliances is observed in Zhambyl, Turkestan and Abay regions.

Also, during the examination 1.9 thousand violations of work technology were identified, of which 621 defects were eliminated. The remaining defects are taken under control and will be eliminated before commissioning of the facilities. As a result, the contractors have rearranged 99 thousand m2 of asphalt concrete pavement, 28 thousand m2 of base and replaced 18 thousand m3 of crushed stone.

Olzhas Bektenov drew attention to the annual problem of shortage of road-building materials in the midst of work. The Ministry of Transport has been instructed to audit the availability of inert materials, technical and labour resources, as well as timely provide contractors with road bitumen.
