Protection of rare and endangered animal species considered in Government: tugai deer, kulan, argali and gazelle numbers increased

At the Government session chaired by Prime Minister Olzhas Bektenov considered the issues of conservation of rare and endangered species of animals in Kazakhstan. The Minister of Ecology and Natural Resources Yerlan Nysanbaev reported on the work carried out in this direction and the preparation of programme documents for the protection of red-listed animals. Also heard reports from representatives of scientific organisations: Director of the Institute of Zoology Roman Yashchenko and Chairman of the Kazakhstan Association for the Conservation of Biodiversity Sergei Sklyarenko, primeminister.kz reports.

More than 220 species of animals are currently in the Red Book. Minister of Ecology and Natural Resources Yerlan Nysanbayev reported that thanks to the work done in the period from 2005 to 2023 years increased the number of tugai deer from 350 to 1,147 individuals, kulan from 1,112 to 4,493, argali from 8,835 to 20,316, gazelle from 12,500 to 15,400. To date, the Ministry has also made proposals for the exclusion of 21 species of invertebrates.

Prime Minister Olzhas Bektenov stressed that for effective work on the conservation of rare and endangered fauna requires a comprehensive approach, which includes monitoring, protection and assessment of threats to ecosystems and animal species. Scientific research, international experience, introduction of new technologies and information systems are also important in this matter. It is proposed to use the Tabigat natural resources map as a basis, which is currently operating in pilot mode. The platform presents data on the current state of the environment, forest and water resources, fauna and fisheries. Prime Minister instructed to launch the system in commercial operation from the beginning of 2025.

Head of the Government noted the importance of cooperation of Kazakhstan with international and public organisations.

With the support of foreign organisations, implementation of unique projects on revival of the population of the Turanian tiger and Przewalski's horses in Kazakhstan has been launched. It is necessary to continue to promote significant projects to preserve rare wildlife and the country's biodiversity in general," Olzhas Bektenov said.


Currently, the Ministry of Ecology is developing the Concept of Biodiversity Conservation, which should become a key document in the work on the conservation of rare and endangered species of animals. Olzhas Bektenov instructed the relevant department together with all interested government agencies and the scientific community to work out in detail all the activities envisaged in the Concept and submit the document to the Government in August 2025.

Local executive bodies in accordance with the Law on Wildlife Protection are instructed to complete work on the creation of specialised organisations in the reserve fund of hunting grounds by the end of January 2025. As of today, 15 million hectares of the fund remain unprotected in 9 regions of Kazakhstan.

Special attention is paid to protection from extinction of the saker falcon. This species of bird is included in the red list of the International Union for Conservation of Nature. The Ministry of Ecology together with the Ministries of Science and Finance has set a task to determine the current number of the Saker Falcon and assess the effectiveness of its reintroduction.

Olzhas Bektenov emphasised the need to strengthen work in the field of environmental protection.

It is necessary to intensify environmental protection activities in Kazakhstan. It is necessary to educate a respectful attitude to flora and fauna, to solve environmental problems by joint efforts, thus preserving the unique nature of our country," Prime Minister said.
