The Department of the Committee for Technical Regulation and Metrology in Zhambyl region in connection with the appeal of the Chamber of Entrepreneurs of Turkestan region found that the expert auditor of the regional branch of the National Center for Expertise and Certification in the preparation of the act of expertise for the issuance of the certificate of origin of goods (ST-KZ) committed violations, press service of the Ministry of Trade and Integration reports.
So, the expert incorrectly calculated the percentage of the domestic value and in the act of examination, the calculations for the goods did not correspond to the calculations indicated in the application (for pipes made of polyethylene and material for road construction), the code of the "Classifier of products by types of external economic activity" was incorrectly specified.
In the examination report, the date of the conclusion of the contract for the supply of raw materials was dated in advance by a day that had not yet come, that is, it was indicated incorrectly.
Such actions are a gross violation of the requirements of the legislation, for which the court imposed a sanction in the form of suspension of the activities of the Zhambyl National Center for Expertise and Certification and the imposition of a fine.
In general, according to the results of the first quarter of 2023 alone, the territorial departments of the Committee conducted 12 control measures against the branches of JSC "NaTSeX", as a result, 8 issued documents on conformity assessment of products, 10 SI calibration certificates, 77 test reports were canceled, accreditation certificates of the Almaty and Zhambyl branches of the Company were suspended", - he noted Chairman of the Committee of Technical Regulation and Metrology of the MTI RK Kuanysh Yelikbayev.
For reference: The nature of violations:
1) providing incomplete information about verified SI (calibrated standards) to the state scientific metrological center;
2) issuance of conformity assessment documents outside the scope of accreditation;
3) issuance of calibration certificates for measuring instruments that are subject to state regulation and are subject to mandatory metrological verification
4) the use of non-certified measurement techniques, etc.
